Utility Services 

Cedar Hill Utility Services is responsible for delivering responsive, accurate and high-quality utility services, including customer support (telephone, walk-in and field contacts), meter installations, programming, and maintenance, payment processing/cashiering for water, sewer, solid waste, recycling, and ambulance subscription services, and Government Center welcome/reception services.

Please Note:  To prevent penalties and disconnection of service, please allow one business day for payments to be applied to your account.


Water / Sewer / Trash Service

To request new service or transfer existing service customers must submit the following information:

  • a completed application 
  • a signed copy of your lease or proof of property ownership; and
  • a valid driver's license or identification; commercial accounts require a valid Texas Tax I.D. number
  • provide a deposit on your account:
  • 1" meter                    $90.00
  • 2" meter                    $200.00
  • 3" or larger meter       $500.00
  • fire hydrant meter       $1,500.00
  • Pay any outstanding balance from a prior account

To request utility services online, new customers can log on to https://www.2TurnItOn.com. Services for completed application packets will be set up within one business day.

Water / Sewer Charges

Residents are billed for water at a fixed charge of $8.33 which includes the first 1,000 gallons on consumption, and a rate of $5.53 for each additional 1,000 gallons of water consumption.  Sewer charges are based on water consumption and are billed at a fixed charge of $8.60 which includes the first 1,000 gallons of water consumption, and a rate of $7.44 for each additional 1,000 gallons of water consumption. Monthly sewer rates are reset each year in March and are assumed to be the equivalent of 90% of the customer’s average monthly water consumption during the preceding November, December, January, and February, exclusive of the highest consumption month. Residential sewer charges will not exceed $75.00 monthly.

 For new accounts with no consumption history, the sewer charge will be $53.24 per month based on 7,000 gallons of water consumption. After the customer’s third bill, if consumption is less than 21,000 for the three month period, customers may call Utility Billing at 469.272.2931 to calculate and obtain a lower sewer bill. If the three month consumption is at or over 21,000 gallons, the sewer rate will remain at $53.24 monthly until rates are averaged annually the following March.

Trash, Recycling, Bulky Item & Brush Pickup Charges

Weekly collection of trash, recycling and bulky items, and monthly brush service, are provided for $13.26 a month. A 96-gallon recycling-only cart (yellow lid) is provided to each residence at no charge. If a resident requests a 96-gallon trash cart (green lid), an additional charge of $3.00 per month is added to the customer's water / sewer bill. Trash service is picked up once weekly and brush pickup is scheduled once monthly.

Senior Discount

Seniors, age 65 and up, pay a discounted rate of $10.03 per month for trash, recycling and bulky items collection.To receive the discount, seniors must complete a short application form available at the Utility Billing windows at the Government Center or download and print it from Senior Trash Service Application FormSubmit the completed form, with a copy of the senior's driver's license attached, at the Utility Billing windows or mail to: Utility Billing Department, 285 Uptown Blvd., Cedar Hill TX 75104

Payment Options

You may make your water / sewer utility bill payment several ways.  Please note that your payment will be reflected on your account within one business day.   
  • Webhttps://cedarhill.gwfathom.com  To make your payment via the web.  You may pay with a debit/credit card or e-check. To make a payment you must first have a current phone number registered with our office. If you have been notified your service is to be disconnected, and you pay your bill through the Fathom U2You website, you MUST call 469.272.2931 to inform our customer service representatives of your payment. Failure to call could result in disconnection, since on-line payments take 24 hours to post. Customer Service telephone hours are 8 a.m. to 5 p.m. Monday, Wednesday - Friday and 8 a.m. to 7 p.m. on Tuesdays. 
  • Electronic Banking - You may pay your utility bill through your personal bank account. Sign up by entering your utility customer and account number and our mailing address at PO Box 205232, Dallas, TX 75320-5232.
  • Phone - Call 469-272-2931 to access our automated phone system.  Press "2" to pay your utility bill or press "4" to speak with a representative during normal business hours.
  • ACH Automated Check Payment - Residents can sign up for ACH bill payment service. This payment is an electronic transfer of funds from a personal checking account. The utility bill is credited
  • Mail - Payments may be mailed to City of Cedar Hill, PO Box 205232, Dallas, TX 75320-5232.
  • Drop Box - You may place your utility bill payment (check or money order only) in the drop boxes in front of the Government Center and at the Recreation Center.
  • Walk-In - The Utility Customer Service Department is located on the first floor of the Government Center at 285 Uptown Blvd during normal business hours.

Billing Dates

Residences west of Highway 67 are billed around the 5th of each month with payment due 15 days from billing.  Residences east of Highway 67 are billed around the 20th of each month with the payment due 15 days from billing.  A 8% penalty will be applied to the outstanding balance of each account in which the payment was not receipted to the account by the payment due date.  Please note, it takes one business day for a payment to be receipted to your account.

City Water Emergency

If you have a water or sewer service emergency, please call 972.291.5126 during business hours. For an after-hours emergency, call 972.780.6643.
If the water supply problem is between the water meter and your residence, or if you have a sewer problem within your property, you will need to call a plumber for repairs.
