Cedar Hill Utility Services is responsible for delivering responsive, accurate and high-quality utility services, including customer support (telephone, walk-in and field contacts), meter installations, programming, and maintenance, payment processing/cashiering for water, sewer, solid waste, recycling, and ambulance subscription services, and Government Center welcome/reception services.
Cedar Hill provides water, sewer and trash services to residents. Electricity services and gas services are not available through the City. Customers with questions about any utility services provided by the City should call 469.291.2931 or visit www.cedarhilltx/com/utilities. Note: if you are requesting temporary services at an address (24 hours or less), do not use this webpage, but rather call 469.272.2931 for assistance.

Utility payment may be made through our automated phone system by dialing 469.272.2931. Please have your account number and credit card on hand.
You may pay your utility bill using your personal bank account by providing your bank with appropriate billing information. Simply enter your customer and account numbers with all the zeros and our mailing address at PO Box 205232, Dallas, TX 75320-5232. (Please be aware that when using this method, the date you specify for the payment will be the date the bank mails your payment. Therefore, please allow for mailing time when specifying your payment date so that your payment won’t be late. Payments received after the due date will be assessed late fees.)

You may place a check or money order for your payment in the drop box in front of the Government Center, the one inside Government Center and at the Alan Sims Recreation Center at any time. Do not place cash in any of the drop boxes. Contents of the boxes are picked up once per business day by 8:30AM and payments made after the daily pickup will be received and posted the following business day.
Water Rates and Charges:Current water rates are $8.33/month for administrative utility services (base rate) including the first 1,000 gallons of water consumed, plus $5.53 (consumption rate) for each 1,000 gallons consumed above the first thousand. Residents are billed monthly and charges are for the water used for the past 30 days.
Trash & Recycling Rates and Charges:The City contracts with Waste Management (WM) for trash and recycling services and WM has an exclusive right to provide these services in Cedar Hill.
Current residential rates are $13.26/month for account holders under 65 years old. For those 65 and older, the rate is $10.03/month. This rate includes weekly trash, recycling and bulk collection, and monthly brush collection. To apply for the senior discount, download and complete the Senior Trash Service Allocation Form. E-mail the completed form along with a copy of the account holder/applicant’s current driver’s license to Ubilling@cedarhilltx.com. (Or the documents may be mailed to 285 Uptown Blvd, Cedar Hill TX 75104, Attn: Utility Services Department) Once the application and identification are received and approved by the City, the discount will be applied to the account effective on the date of approval.
For residential accounts, the contractor provides a cart at no additional cost for recycling materials and that cart must be used, however a cart is not required for trash and plastic bags may be set-out. Customers desiring to rent a cart from Waste Management for trash set-outs should call 469.272.2931. Rented carts cost an additional $3/month. New Water Service:
Individuals needing new utility service at a residential or commercial address in Cedar Hill are encouraged to apply on line. To order new utility service in Cedar Hill please take the following actions:
1. Visit www.2TurnItOn.com
Enter 75104 in the zip code box, select “Residential” or “Business” and click “Next Step”. Scroll through the list of cities until you reach “Cedar Hill” and then click on “Details”.
2. Complete an application.
The application can be accessed on this page by clicking “add to cart” and then “cart” then “proceed to checkout”. Note that the monthly costs shown in the cart are only estimates for typical residents and not actual charges. The customer’s monthly water bill will be based on actual consumption at the account address. The deposit charge for a new residential account is $90. Deposits for commercial meters vary by meter size and are $200 for a 2 inch meter and $500 for a 3” meter or larger. During the application process you will be asked to supply credit card, debit card of checking account information and by providing this information you are authorizing the City to charge your account for the deposit. Once completed, the application is automatically forwarded to Cedar Hill Utility Services for processing.
If you own the property where the service is being started, we will need a copy of the deed of trust along with valid identification. For identification, Cedar Hill accepts a valid US driver’s license or a valid US passport. Email copies of these documents to Ubilling@cedarhill.com.
3. Supply the appropriate supporting documents
If you are renting the property where the service is being started, we will need a copy of the lease along with valid identification. For identification, Cedar Hill accepts a valid US driver’s license or a valid US passport. Email copies of these documents to Ubilling@cedarhill.com.
Cedar Hill will start service at the requested address one business day after all the required documents (1 and 2 above) have been received and the deposit payment has processed. When Cedar Hill has received and approved the required documents the customer will be notified by phone or email of the service start date and their new account number.
